I like the button tool tips and tool tips in the Elements panel, as they show me the name of the elements
However, I don’t need instructional tooltips telling me how to use ForeUI.
Could you maybe consider differentiating the tool tips and thereby making it possible to enable “common” tooltips but disable instructionable tool tips?

Yes. It is reasonalble to distinguish them, since the tooltip in elements panel is not actually an instructional tool tips.
